    OPÉRATION ÉQUILIBRE

    Campaign Overlay & Mission Directives Region: Kunar Province, Afghanistan (Korengal & Pech Valleys)

    1. STRATEGIC CONTEXT & SITUATION

    Date: 14 October 2025

    Weather: Autumn transition. Clear mornings, heavy fog in valley floors by afternoon. Snow beginning to cap the Hindu Kush to the North.

    The Failure of Predecessor Missions

    Two previous covert direct-action campaigns by US SOCOM (Task Force Dagger/Anvil) attempted to fracture the Taliban leadership in Kunar. The strategic intent was to incite a civil war between the pragmatic shadow government (GREENFOR) and the hardline extremist splinter cells (Red/OPFOR).

    Result: Catastrophic failure. The manipulation was exposed.

    • GREENFOR (The Council): Has consolidated conventional power in the north (Gulz Abad, Nangalam, Airfield). They are aware of the Western intelligence operation and have severed all ties. They are currently Neutral-Hostile; they will not actively hunt NATO forces but will defend their territory aggressively if encroached upon. Any further incident will result in immediate open hostilities.
    • OPFOR (Al-Ghuraba / The Strangers): The extremist splinter group. They have been pushed into the central mountains and the Korengal "Grey Zone." They are waging a two-front war against both GREENFOR and NATO. They use guerrilla tactics, suicide vests (SVBIED/PBIED), and entrenched mountain caves.
    • BLUFOR (NATO/France): US forces have withdrawn support to de-escalate. The French Foreign Legion has been deployed to BOA Napoleon to stabilize the southern sector, repair the diplomatic damage with GREENFOR , and eliminate the Red threat.

    2. CAMPAIGN OVERLAY: ZONES OF CONTROL

    ZONE BLEUE (Blue Zone) - Southern Sector

    • Controlled by: GTIA Légion (French Foreign Legion)
    • Key Location: BOA Napoleon. Situated at the mouth of the Korengal River where it feeds into the Pech. This is a fortress-like FOB with a functional helicopter landing zone (HLZ) and Role 1 medical facility.
    • Status: Secure, but perimeter probes by Red forces are nightly.
    • Objectives: Expand influence North into the "Grey Zone."

    ZONE GRISE (Grey Zone) - Central Highlands, Korengal & Shuryak

    • Controlled by: OPFOR (Red - Al-Ghuraba)
    • Geography & Key Terrain:
      • Korangal Valley: Controls the Korangal River and the Khoran Rud. Steep, restrictive terrain.
      • Shuryak Valley: Controls the Zemur River.
      • Zarhan Valley: Contains the Tora-Sayyad River.
    • Confirmed OPFOR Strongholds (Red Control):
      • Combat Outpost (COP) Phoenix
      • COP Korangal
      • Outpost Restrepo (Key observation point overlooking the valley)
      • Firebase Vegas
      • Outpost Dallas
    • Status Unknown / Contested (Suspected OPFOR):

    • Hostile Villages (Open Support for Red Faction):
      • Ashat, Khunbar, Gulahy Shal, Jharnok, Chichal, Kharka Dahy, Salar Ban, Kandlay, Ali Bad, Tangalar, Safi Darah, Tor Kelay, Tora, Oham.
      • Intel: These villages provide safe houses, recruits, and logistical support to the insurgents.
    • Status: Hostile. "No-Go" zone for unarmored vehicles.

    ZONE VERTE (Green Zone) - Northern Sector & Pech Valley

    • Controlled by: Independent Faction (Green 4 / Shadow Government)
    • Geography:
      • The Entire Pech Valley: The strategic lifeline of the northern sector.
      • Key Geographic Features: The Death Pass, Pech Cemetery, Kunar Cemetery, Karbesh Mine.
    • Major Installations (Denied Access):
      • FOB Thunderbolt
      • FOB Blessing (Heavily fortified key terrain)
      • Nangalam Airfield (Held by Green 4 elite guard)
    • Population Centers (Under Shadow Govt Control):
      • Major Cities: Kunar Abad, Gulz Abad, Nangalam.
      • Towns/Villages: Richahlam, Khandar Abad, Ravendak, Gur kalay, Tantil, Durkalai, Pazrak, Shan Kalay.
    • Status: Denied Access. Green 4 has established checkpoints. Attempting to cross without negotiation will result in heavy conventional resistance (RPGs, DShK technicals).

    3. Operational Environment

    Geography and Population

    • Mountains and valleys: Kunar’s lower Hindu Kush mountains create steep, narrow valleys. Movement by foot or motor vehicle is severely channelled by terrain. Valleys such as Korengal, Pech and Kunar are thickly forested and provide cover for insurgents.
    • Borders and infiltration: The province borders Pakistan for 175 km; insurgents frequently cross from Pakistan’s Federally Administered Tribal Areas through valleys like the Korengal. Cross‑border sanctuaries and porous terrain make border security critical.
    • Population: The province is >90 % Pashtun; major tribes include the Safi (prominent in the Pech Valley), Shinwari and Mamund. Tribal dynamics and history of resistance mean local support must be earned through respect and tangible benefits. Literacy is low (~20 %), and agriculture/animal husbandry dominate livelihoods.
    • Infrastructure: Only a single two‑lane road runs along the Kunar River. Portions of the highway from Jalalabad through Asadabad to Pakistan/Nuristan are in poor condition. Many settlements are accessible only by foot trails.

    3. FRIENDLY FORCES: GTIA "LÉGION"

    The Groupement Tactique Interarmes (GTIA) is a combined arms battlegroup optimized for mountain warfare.

    • Command Element (PCIAT): "Rouge"
    • Infantry (SGTIA 1 & 2): Elements of the 2e REI (2nd Foreign Infantry Regiment) and 2e REP (2nd Foreign Parachute Regiment). Elite motorized/armoured infantry, air-assault capable, high mobility in mountains.
    • Armor/Cavalry (SGTIA Blindé): Elements of the 1er REC (1st Foreign Cavalry Regiment). Note: Limited mobility in the upper Korengal.
    • Combat Engineers (Sapeurs): 1er REG (1st Foreign Engineer Regiment). Specialists in mine clearing (MINEX), cave demolition, and route opening.
    • Medical: Forward Surgical Team (Role 1+) and PECC (Patient Evacuation Coordination Cell) link.

    4. ROE & DOCTRINE (CARD 32-ALPHA)

    1. Self-Defense: Absolute right to self-defense.
    2. PID: Visual confirmation required before engagement.
    3. GREENFOR: DO NOT ENGAGE unless fired upon. If challenged, HALT and NEGOTIATE.
    4. Civilian Interactions: Professional, firm, but respectful. "Sanctuary" doctrine applies to mosques unless taking fire from within.
